Ethnic Minorities and Access to Justice in the Russian Federation (2003-2005)

Fostering trust and dialogue between the police and ethnic minorities, and creating a long-term partnership at the local level through which current problems in relationship between the police and ethnic minorities could be jointly addressed and resolved, were the main goals of the project.

Working in Samara Oblast, Moscow, Ekaterinburg and Krasnodar Krai, the project engaged the active involvement of police officers, ethnic minority representatives and regional authority officials. The project delivered a series of training seminars for the local and regional police and ethnic minority representatives; a study visit to the UK to learn more about British community policing; a national-level conference to promote good practice examples of Russian police-ethnic minority cooperation; and a report outlining the methodology, results and recommendations of the project.
